As Principal Traffic Engineer, Patrick helps the company develop cloud-based software thatallows traffic signals to speak with connected vehicles through machine-learning technologies to improve the flow of vehicles across cities and regions.

Consultant Railroad Crossing Engineer and Expert Witness

Prepare railroad/traffic signal preemption documentation for railroad crossings, railroad crossing safety analysis, and expert witness testimony.

Light Rail Signals Supervisor – Santa Clara Valley Transportation Authority

Plan, scheduled, and supervised inspections, maintenance, and repair of signaling, crossing equipment, and rail safety systems. Hire, train, and evaluate the performance of signal maintenance crews. Conduct safety training and monitor crew performance to ensure safe work practices, procedures, and compliance with FRA, CPUC, and OSHA regulations. Patrick has been a special consultant and advisor on traffic engineering matters since 2001.  As Director of Traffic Engineering, he reviewed and approved project plans, specifications, and estimates, prepared traffic impact studies, analyzed traffic signal timing and coordination, and researched potential business development opportunities.

 

2010 to 2013

Manager of Traffic Signal Department, Railroad Crossings, and Community Lighting – City of Lethbridge, Alberta, Canada

 

Provided leadership, guidance, and direction to the traffic signals group, including contractors and consultants. Responsibilities include overseeing the design, construction, operations, and maintenance of traffic signal control systems and intelligent transportation systems.

Responsibilities also included: railroad crossing signal maintenance and operations in the City owned industrial railway; community lighting and street lighting (budget, design approvals and rehabilitation); developing policies, standards, and guidelines for traffic control systems; human resource management, and budget/financial management.

 

1993-2010

Transportation Engineer III: Traffic Signal Operations Engineer – Washington State Department of Transportation, NW Region

 

Patrick was responsible for the management and operation of traffic signal systems. He additionally provided engineering support to electrical design teams, engineering consultants, and local agencies on issues relating to traffic signal design, roadway channelization, construction, and cooperative inter-agency traffic signal management. He prepared traffic signal timing and signal coordination plans. Reviewed traffic signal plans, ITS plans, highway channelization, and construction plans to assure operational efficiency, safety, and conformance with state and federal standards.  Conducted traffic accident analysis for safety mitigation and litigation defense review. Developed bus transit system priority programming and determined railroad crossing clearance intervals for railroad preemption traffic signal timing. He also participated in traffic operations planning and emergency management operations during the 2010 Winter Olympics.

 

1992-1993

Transportation Engineer I: Construction Management – Washington State Department of Transportation, NW Region

 

Responsible for construction management of Interstate 90 and State Route 405. Reviewed and tracked submittals such as contract plans, bridge shop drawings, and permits.  Projects included the Interstate 90 floating bridge and Interstate 405 pre-stressed concrete bridges. Designed reinforced concrete supports for a 30-inch diameter water main that services the City of Seattle.  Performed structural inspections, computed earthwork quantities, and prepared As-Built plans.
